The first thing you need to do for rust removal on your fender with your Volvo is to apply something like or similar to WD40 to the rust spot and rub forcefully with a rag to get as much rust out as possible. Wipe away all the oil afterward. Sand away the rust with rough sandpaper or a power sander if the rust is excessive. If you use a power sander, roll up the windows and tape or over all areas with towels or tarp where sanded material can fall into. Apply a rust inhibitor spray to the surface that has been sanded down. Apply touch-up paint to the area. For best results, wait 90 minutes after applying the rust inhibitor--which will double as a primer--then apply two coats of paint to the area, waiting 90 minutes in between coats. Apply clear coat protectant to the painted surface after the last coat dries, spraying three layers of clear coat 15 minutes apart.
