Is it possible to manually manipulate and turn the folding receiver? Or, at least, disassemble and reasemble the mechanism into a permanently outward position? I do not require electrical for towing. Therefore I may not need an interior button to operate the folding feature if I can permanently manipulate the receiver down and out. Thanks.

No, I would not recommend manually forcing or modifying this folding receiver into a permanently outward position. This Volvo hitch is designed to deploy using the interior button, then lock into place by hand, with the vehicle monitoring the locked/unlocked position.
Even if you do not need trailer wiring for towing, the folding/locking function should still be installed and operated as designed. For support or assistance with repair instructions please send a request to service@fcpeuro.com with full VIN and this request.
