This little seal is what solved the hesitation. the throttle body had a vacuumed leak and it was leaking from the shaft, there is a seal between the TPS and the throttle body and another one on the opposite side between the washer and the throttle body. replaced the seal and gain smooth acceleration, however be mindful this is one of the many vacuum problem you may discovered in the 240. note if you haven't replaced the A/C selector 3 button do it, it is a vacuum leak heaven. good hunting friends.
I thought the old gasket was surface oil and dirt until I poked it with a pick. It instantly disintegrated into crumbly bits.
This gasket seems somewhat cheaply made, with large extruded dikes at the seams, but that's easily cleaned up.
Definitely replace if you're got the throttle body off the manifold. One less vacuum leak to diagnose.
I had one of those funny stumbling and hesitation issues at idle--not anymore! After replacing everything else and installing this ring, the problem cleared right up. My 29 year old ring was dried, cracked, and was letting in a ton of unmetered air into the intake--and the remainder of it disintegrated when taking it out. So, if you have already cleaned and adjusted your throttle plate, and are still having hesitation issues, give this a try!

You are correct. This goes around the shaft, between the small sleeve bearing and spring. Feel free to ask customer service for a diagram if you would like.

in regards to the seal and the throttle body why is the throttle body so hard to find for the 2002 S60, is it because it hardly ever fails ? Also if the it is removed does it have to be re-programmed again or if the car sits for a long period of time?

This is located at the end of the throttle plate mounting base where the spring is located. It acts as a seal. Unless you disassembled the throttle body this should not have come off.
