Will this kit work with standard stock 17" wheels an a 2007 Volvo S60 T5 Manual FWD Sedan 2.4L L5 B5244T5?

These should fit - best thing you could do is measure stock wheel - fender clearance and compare to drop height specified. I see nothing suggesting a 30mm drop on this vehicle should be a problem.

Does this kit include the ball bearings for both front and back strut assemblies?

This kit is just the struts and springs. The only hardware included is rear bump stops.
