My Volvo (2003 V70 AWD with 2.5l Turbo) did not have a factory installed fog lights (it was optional). So, can I still install now, and if so, does the installation require CEM marriage?

You should have the provisions for the lights, and the connectors for the switch (which will need to be different) but there should be no changes to the ECM for these to work, just some additional work to wire them in.
