Does BMW-71606889276 part come with everything needed for install and just have BMW program it? Or how to obtain part 6 and part 3 from diagram.

It does appear 6 and 3 come separately, https://www.fcpeuro.com/products/bmw-trailer-tow-harness-genuine-bmw-61129834453 for the harness, however the control unit appears to be either locked by BMW or unavailable to us at this time. Programming is likely required with Inpa/Ista type software, or by a dealer.
