What does the axle load mean?

“Up to 990 kg axle load” on a coilover kit refers to the maximum weight that one axle of the car (front or rear) is designed to support with that suspension setup. This info is usually provided by the manufacturer because of potential differences in model configuration (various engine/trans and other equipment differences that contribute to vehicle weight). You can typically check the rating of your configuration via door jamb stickers or the original configuration details from BMW. That being said, there should be no case where these listed fitments would not qualify for this rating. This info is simply offered because it is part of the details provided by the manufacturer.
