Is this part compliant with California CARB requirements for a catalytic converter? How would this one work with a front catalytic converter that is a Magnaflow CARB model?

All genuine BMW catalysts are OE federally and Cali compliant and certified and do not require a specific EO for CARB compliance when installed on the intended vehicle - aftermarket converters require EO CARB certification because they are not the original part installed on the vehicle and may alter emissions. As far as how this would work with a front converter that is Magnaflow, if you mean a Magnaflow on one side and Genuine on the other, or a section after the manifold converters, as long as it is manufactured to OE specs and fit there should be no issues.
